PAN is issued by the Income Tax Department through NSDL-Protean and UTIITSL, on Form 49A (Indian) or 49AA (foreign). A clean case — a new PAN or a no-change reprint with a linkable Aadhaar for paperless e-KYC — is straightforward and fixed-price.
